A standard method of comparing files consists of using student or part time workers to compare the files.  It takes 4 students approximately 3 weeks to accomplish this.  Discrepancies are often overlooked and even introduced as numbers are copied. And at least one futher comparison is required after modifications have been made to the in-house records and the grant/loan agency.
